HOME Program Management Requirements & Combining HOME Funds and the Low-Income Housing Tax Credit

Johnson Consulting This one-day workshop will cover the basic rules every manager of a property with HOME funds needs to know. The session will provide details on HOME affordability requirements, income eligibility, dealing with over-income residents and setting the rents. Tenant selection requirements and basic manager responsibilities will also be reviewed. After lunch, we will switch gears and address the challenge of combining HOME funds with Low-Income Housing Tax Credits (LIHTC). The afternoon session will review the basic requirements for layering HOME funds and tax credits. The session will include a complete discussion of HOME and LIHTC rent rules, including allowable fees and utility allowance requirements. Handling over-income units in properties with both fixed and floating HOME units will also be reviewed, and a review of the differing agency monitoring requirements will be provided.
